Islands of Integrity\u2122 methodology changes the way corruption and institutional reform are understood.<\/p>

Corruption is often approached as a crime committed by dishonest individuals who must be controlled and punished. But what if corruption is also a symptom of vulnerable organizational systems that can be diagnosed and transformed?<\/p>

The Islands of Integrity\u2122 methodology encourages leaders to act not only as judges or prosecutors, but as institutional reformers capable of transforming organizational culture and systems.<\/p>

Instead of focusing mainly on rules, control and punishment, the methodology helps organizations identify vulnerabilities, redesign systems and strengthen integrity from within.<\/p>

      Professor Robert Klitgaard\u2019s well-known formula is applied to identify the activities most vulnerable to corruption:<\/p>

      Corruption becomes more likely when:<\/p>

      • Monopoly is high,<\/li>
      • Discretion is excessive,<\/li>
      • Accountability is weak, and Transparency is low.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

        The methodology also applies a cost-benefit perspective to corruption.<\/p>

        People are more likely to engage in corrupt behaviour when the expected benefits are higher than the perceived risks and costs \u2014 especially when the probability of being caught is low and sanctions are weak or rarely enforced.<\/p>

        These conceptual frameworks help organizations identify and prioritize vulnerabilities, while developing practical solutions to:<\/p>

        • reduce monopoly and excessive discretion,<\/li>
        • strengthen transparency and accountability,<\/li>
        • and encourage integrity through effective motivational mechanisms.<\/li><\/ul>
