I am Ana Vasilache, Methodology Author
I have expertise in good governance, participatory strategic planning and institutional transformation. Trained as an architect, I brought visual and structured thinking into facilitation, organizational development and adult learning.
Inspired by the reform experience of Ronald MacLean Abaroa, former Mayor of La Paz, Bolivia, with whom I collaborated, I developed the Islands of Integrity™ methodology — as a participatory and strategic approach for transforming the organizational systems that allow corruption to flourish.
Over the years, I applied the methodology, with the support of practitioners whom I trained and certified. They worked with local governments and organizations across Europe and Central Asia, helping them strengthen integrity, accountability and public trust.

Ronald MacLean Abaroa
Former Mayor of La Paz, Bolivia, Ronald MacLean Abaroa became internationally recognized for reducing endemic corruption and transforming his city through innovative leadership and institutional reform.
Together with Professor Robert Klitgaard, he developed an approach that viewed corruption not simply as individual misconduct, but as the result of dysfunctional systems requiring strategic and institutional transformation.
His successful experience inspired me to develop the the Islands of Integrity™ methodology.

Professor Robert Klitgaard is one of the world’s leading experts on corruption and institutional reform.
His conceptual frameworks — especially the understanding of corruption as a systemic phenomenon shaped by monopoly, discretion, accountability and transparency — became one of the intellectual foundations of the Islands of Integrity™ methodology.
